We have been operating as an asset management, project management and support services provider throughout the UK on major MOD Estates. A core aspect of the contract delivery has been undertaking tasks to ensure the Estates remain compliant.
What we did
At the outset of the contract, we reviewed the asset register and surveyed the assets to identify their condition, criticality and statutory compliance requirements. This information formed the basis of the asset database within our own Information System. The maintenance tasks initially assigned to the assets had been prescribed during the tender phase. However, our contract delivery team was able to influence the move towards an “output” style of specification to promote efficiency and financial savings. We assigned planned, preventive, predictive and proactive maintenance tasks to each asset and, to ensure compliance, we developed a maintenance specification bespoke to the operating environment. This was created following a technical review of compliance requirements from:
- Building Regulations
- British and European Standards (Eurocodes)
- Industry best practice e.g. B&ES, CIBSE
- MOD mandatory specifications e.g. Joint Service Publications (JSP)
Through training, development and candidate selection we created a contract delivery team with the technical capability across a spectrum of areas of expertise, including but not limited to:
- Chartered building services engineers
- CDM Coordinators and Advisors
- Asset Managers
- Building Inspectors
- Quality, Health, Safety & Environmental Managers
- Technically qualified tradespersons
Through the term of the contract, we developed a Change Management Process with our client to record and action changes to legislation affecting the assets within our contracted remit.
We utilised our Information System’s suite of reports as a data platform to extract and analyse information generated to provide our Contract Management Team with the tools to monitor statutory compliance in real –time.
We successfully provided the UK MOD with the confidence that their Estate was compliant and the risk of an incident occurring due to non-compliance was being effectively managed by a trusted partner.
